CHARLESTON, S.C. (WCIV) — Profanity-laced footage from the two-time Charleston County Democratic Party chairman and current gubernatorial candidate William Mullins McLeod Jr.'s arrest in the spring shows him screaming incoherently, disparaging perceived adversaries and touting his soon-to-be public political aspirations.

McLeod, also a prominent Charleston-based lawyer, spent nearly all 35 minutes of the police footage rambling and screaming as officers with the Charleston Police Department transported him from the Battery area downtown to the Sheriff Al Cannon Detention Center.

At the time, he was charged with public disorderly conduct and booked at the jail.

The newly announced Democrat candidate's campaign claimed that he plans to hold a press conference in the future to address the "legal action and expected resolution stemming from his unlawful arrest." He also claims that portions of the video were released to "damage" his candidacy and reputation.

“The people of South Carolina deserve the truth and deserve leaders who will stand up against abuse of power,” McLeod said in a statement. “I look forward to setting the record straight, closing this chapter, and focusing on the real issues facing our state.”

In the police footage, McLeod mentions names such as former President Barack Obama, Attorney General Alan Wilson, President Donald Trump, Charlie Condon, and Charleston businessman Ben Navarro.

Of Wilson, a Republican rival who is also running to be South Carolina's next governor, McLeod threatens to "kick his teeth in" before rambling on.

"Alan f------ Wilson, I'm daring you right now, motherf-----," McLeod said. "While you've got all the teeth in your mouth, you'd better be in front of the people's house, which my cousin, Dan McLeod, used to have the wheel, you better be outside holding a press conference telling the f------ world the head you win and tail you win conversation we had."

To McLeod's threat, Wilson used the mention to tout his campaign platform.

“The first Democrat to join the Governor’s race said he wants to 'kick my teeth in,'" Wilson said. "I am going to give him the benefit of the doubt and assume he means in a general election, not a street fight. My plan for bold, conservative leadership is spreading, and my record of defending President Trump, parental rights, and the rule of law has put a target on my back. But we’re not slowing down, and I’m not done fighting for South Carolina families.”

McLeod also mentions "Nancy" amid his rant. It is not immediately clear whether he means gubernatorial candidate U.S. Rep. Nancy Mace, but he goes on to say he would "kick the teeth in" of "Nancy." News 4 reached out to Rep. Mace's campaign and has yet to hear back.

South Carolina's Democratic Party encouraged McLeod to drop his bid for governor and instead focus on his mental health in a statement published Wednesday.

"After reviewing the transcript of the dash cam footage from his recent arrest, it is clear that Mr. McLeod is navigating profound challenges and should focus on his mental and emotional well-being instead of a campaign for governor," the state party said in a statement. "We offer him compassion and pray he finds the support he needs."

Charleston County Democratic Party Chair Pastor Thomas Dixon deferred to the state party's statement, saying he "didn't personally know McLeod or of his intent to run before his announcement."

The footage's publication brought forth reactions from several influential politicians around the state, including those he would face in a hypothetical general election for the governor's mansion.

"South Carolina doesn't need a liberal trial lawyer like Mullins McLeod pushing the failed Biden-Harris agenda in our state," said Matthew Goins, Lt. Gov. Pamela Evette's campaign communications director. "We can't afford to let the far left's playbook destroy the conservative progress our state has made."

Conservative Republican U.S. Rep. Ralph Norman also elected to remain focused on what his gubernatorial campaign wants to bring to South Carolina.

“South Carolina is ready for a real conservative leader who will clean up Columbia,” Norman said. “Democrats and liberal Republicans are both part of the problem. I look forward to sharing my message of putting taxpayers first in both the primary and general elections.”

A report on the incident states that McLeod was exhibiting symptoms that police recognized were typical of someone "under the influence of a stimulant narcotic."

Jail records show that McLeod was released on a personal recognizance bond.

McLeod plans to continue his gubernatorial bid, opening campaign offices throughout the state. He initially announced his intent to seek the office on Monday, Aug. 11, becoming the first Democrat to declare candidacy and the latest entrant in what is shaping up to be a highly contested race.

"The McLeod campaign remains committed to its mission of reform, transparency, and economic opportunity for all South Carolinians," his office said in a statement.
