CLINCH COUNTY, Ga. (WALB) — A mother is speaking out, demanding stricter bond conditions for a man who allegedly committed sexual acts with her 12-year-old daughter.

Tykel Sowell, 23, is charged with the following:

• Statutory Rape
• Child Molestation

According to a report, the incident happened in September of this year. Sowell was arrested Oct. 5 and released on $32,500 bond a day later.

“I understand that bond is not intended to serve as punishment before a conviction, however I strongly believe that additional restrictions and safe guards need to be put in place to protect my daughter, prevent further harm, and protect other children under the age of 18 while this case is pending.”

According to his bond conditions, he must “... stay away, absolutely, directly or indirectly by person and telephone, from the (minor).”

He must also “Have no direct or indirect contact or communication of any kind or character with the victim, or any members of the victim’s household or family, or with any witnesses in the case.”

The mother of the victim says that is not enough.

“It doesn’t matter how it happened or when it happened, you have to live with it for the rest of your life. She’s 12, she does not have the brain capacity to make choices for herself.“

The mother says she suffered sexual abuse as a child as well. She says this incident has made her want to become an advocate through a foundation that could provide young girls and teens with counseling.
