CAIRO, Ga. (WALB) – The City of Cairo, proudly known as “Georgia’s Hospitality City,” celebrated two historic milestones on July 30, 2025.
In a proclamation ceremony, City Manager Booker T. Gainor IV was recognized as the first African American to serve as both Mayor and City Manager of Cairo. Councilwoman Higdon was also honored as the first African American woman elected to the Cairo City Council.
The city shared the announcement on its official Facebook page, applauding both leaders for their exceptional service, leadership, and dedication to the community.
“Thank you both for your outstanding leadership, dedicated service, and unwavering commitment to the City of Cairo,” the post read. “Congratulations on this well-deserved recognition!”
City officials and community members celebrated the historic achievements as a testament to progress and representation in local government.
