AUSTIN, Texas — Reports in Central Texas indicate House Democrats plan to return to Austin for the second special session.

KTRK in Houston broke the report Tuesday following confirmation from multiple sources.

However, some Democrats are still prepared to fight.

"All options are on the table. We haven't made any conclusions," Representative Ron Reynolds, of Missouri City, said. "Our plan, right now, is to continue to stop Governor Abbott and Trump from being able to racially gerrymander five Congressional seats."

Following those reports, the Texas House Democratic Caucus posted a statement on X, saying:

"Members are still assessing their strategies going forward and are in meetings to make decisions about future plans currently. If and when Texas House Democrats, breaking quorum, decide to go home is squarely dependent on the actions the Governor, Speaker, and Texas Republicans in charge make with regard to prioritizing flood victims over redistricting that hurts Texans."

Representative Jolanda Jones of Houston says she doesn't plan to return for the next special session.

"Why would I go back there? You think I'm going to be complicit in my own oppression? Not happening." Rep. Jones said. "You think I'm going to be complicit in my granddaughter's oppression? The oppression of the people of Texas?"

Representative Aicha Davis of Dallas also released a statement to CBS Austin, saying:

"I have made a commitment to fight against these racist maps as long as it takes, with whatever strategies it takes. This is about communities like mine losing our voice at the polls and our representation in Congress. So many people in my district and from across the country have reached out in support. I'm representing my district exactly how they want me to do, and I will not be deterred."

Governor Greg Abbott has said he'll call as many sessions as it takes, and House Speaker Dustin Burrows has already prepared members.

"If we still do not have quorum on Friday, the House and the Senate will sine die the session, and the governor will immediately issue a proclamation for a second called special session," Burrows said Tuesday.

Under threats of fines, civil arrest, and lawsuits, Dr. Mark Jones with Rice University says it's been a tough fight for Democrats.

"There are multiple House Democrats who are on the breaking point of returning, and from a solidarity perspective, I think the best they could hope for is blocking the first special session." Dr. Jones said. "This allows them to claim a moral victory of having walked the legislation during the first special session."

Dr. Jones says Governor Abbott is likely to push Republican legislation to punish Democrats.

"Republicans are probably going to be a little more proactive pushing some red meat legislation, whether it's banning taxpayer-funded lobbying, whether it's increasing regulations on mifepristone, or whether it's the passage of a bathroom bill," Dr. Jones said. "It's a way for Republicans to signal, you might have been able to block this in the first special session, but since you essentially broke quorum, we're going to punish you by effectively passing one or more of these bills that could have otherwise lain dormant."

Representative Jones says she wants to see other priorities handled before legislation.

"We have begged the governor to handle the flooding first," Rep. Jones said. "We asked him to do that before this special session."

But Dr. Jones says that's unlikely.

"In theory, they could put flood relief at the top of the agenda, but that would send the signal that the Democratic walkout actually had an effect, and that there was a quid pro quo for their return." Dr. Jones said.

We reached out to House Speaker Dustin Burrows and Democratic Caucus Chairman Gene Wu for comment, but have not heard back.
