ENIGMA, Ga. (WALB) - The acting Mayor of Enigma, a councilman and the city clerk are now behind bars after Police Chief Tony Perkins said he found a tracking device on his patrol vehicle.
Perkins said this all came after the three allegedly coerced someone into putting a tracker on his city vehicle, which is against the law.

- Conspiracy to Commit a Crime
- Criminal Solicitation
- Councilman Ronald Harbin is being charged with:
- Stalking
- Eavesdropping
- Conspiracy to Commit a Crime
- Violation of Oath of Office
- Acting Mayor Doug Webb is being charged with:
- Stalking
- Eavesdropping
- Conspiracy to Commit a Crime
- Criminal Solicitation
- Violation of Oath of Office
Perkins said he found the tracker while he was washing his patrol car. He said he immediately launched an investigation into the crime on Oct. 1. On Oct. 8, he received arrest warrants for Luke, Harbin and Webb.
“I will uphold the laws of the state of Georgia. No matter what your last name is, no matter what your title is, and that’s exactly what I’m doing,” Chief Perkins said. “I’m going to continue to do that for the town of Enigma no matter what. I have a job to do and that’s to protect the citizens here. They made some really bad decisions, and those decisions they’re going to have to live with.”
The three are currently awaiting a first appearance. According to county officials, that could be this afternoon or in the morning.
WALB asked Chief Perkins if he believed he could conduct an unbiased investigation in which he is the alleged victim. He said “Yes, because I’ve only been in this position for five months and haven’t formed many relationships in the community.”
He said he had consulted with many others in law enforcement, and they supported his decision.
