ALBANY, Ga. (WALB) —[UPDATE: July 6 at 9:50 p.m.] The GBI has arrested and charged all five former officers with Misuse of License Plate Data and Violation of Oath of Office.
Investigators said an internal audit revealed the officers used the Flock camera system for non-law enforcement purposes on multiple occasions.
Nicholas Richardson faces the most charges with 11 counts of misusing the data. All five were booked into the Dougherty County Jail on Monday.
The charges listed below are from the GBI:
- Tytianna Davis, 27, was charged with five counts of Misuse of License Plate Data and one count of Violation of Oath of Office.
- Jade Jackson, 32, was charged with two counts of Misuse of License Plate Data and one count of Violation of Oath of Office.
- Nicholas Richardson, 30, was charged with 11 counts of Misuse of License Plate Data and one count of Violation of Oath of Office.
- Brittney Smith, 23, was charged with one count of Misuse of License Plate Data and one count of Violation of Oath of Office.
- Issac Whitus, 24, was charged with two counts of Misuse of License Plate Data and one count of Violation of Oath of Office.
[UPDATE: July 6 at 9:20 p.m.] Chief Michael Persley of the Albany Police Department confirmed that the following five officers were fired as a result of this investigation:
- Issac Dancorious Whitus, 24
- Nicholas Donte` Richardson, 30
- Brittney Ann Smith, 23
- Ty`Tianna Je’nay Davis, 27
- Jade Seymone Jackson, 32
Records show each was booked into the Dougherty County Jail today, Monday, July 6, on a “Violation of Oath by Public Officer” charge.
The GBI is investigating, and any possible future charges filed in the case would come from that agency.
[ORIGINAL ARTICLE] Five Albany Police Department (APD) officers were found to have misused license plate reader (LPR) technology, the police department announced on Monday, July 6.
Officials with the Georgia Bureau of Investigation (GBI) confirmed they were requested by APD on June 24 to investigate the misuse further.
APD said all five of the officers were terminated—three for the misuse of LPRs and two for previous, unrelated policy violations.
No further details have been released. The five officers were not named by the police department.
APD said that license plate reader technology is meant for legitimate public safety operations such as identifying vehicles connected to criminal investigations. The department launched an internal investigation into the claims of misuse as soon as they were brought to officials, according to APD.
The GBI was reportedly asked to investigate whether any criminal violations occurred as part of the misuse.
