DOUGLAS, Ga. (WALB) — The woman at the center of the stalking allegations against former Coffee County Sheriff’s deputy Chris Ashley Rozar is now speaking out, saying she hopes sharing her story encourages other women to come forward.

Rozar is now out on bond after a Coffee County grand jury returned an eight-count indictment accusing him of misusing law enforcement databases and engaging in stalking-related behavior.

The woman spoke with WALB but asked to remain anonymous because she said she does not want to impact the case, which is being investigated by the Georgia Bureau of Investigation (GBI).

“Please report abuse, even with the risk of not being believed or being shamed — or at least call it out when you see it. This is terrifying and humiliating, but if it helps other women and ensures I’m not protecting someone like this, then whatever blame, shame, or judgment comes with it is worth it,” she said in a statement to WALB. “And at least I can now say I didn’t stay silent, and can finally start moving forward and feeling like myself again.”

In another statement, she said:

“The last thing I want to do is make a post identifying myself as the person he did this to. But after waiting two years for the investigation to be completed, I just want to move forward. And I know I may not be able to do that until I do what I’ve always encouraged others to do: speak up.”

What investigators say

Investigators allege the 49-year-old former deputy improperly used the sheriff’s office’s Flock Law Enforcement Camera System, Tag Reader System and the Georgia Crime Information Center (GCIC) database for personal reasons rather than legitimate law enforcement purposes.

According to court documents, Rozar faces:

  • Four counts of Violation of Oath by a Public Officer
  • Two counts of Computer Invasion of Privacy
  • One count of Prohibited Use of Captured License Plate Data
  • One count of Stalking

The indictment alleges several of the incidents happened between April 10, 2024, and May 1, 2024.

Court records state Rozar knowingly used the sheriff’s office Flock camera and tag reader system “in a personal and unlawful manner.”

Prosecutors said these actions amounted to computer invasion of privacy and stalking-related conduct.

Stalking allegation

One charge specifically alleges Rozar knowingly requested, used, and obtained captured license plate data for purposes outside of law enforcement, “including but not limited to stalking.”

The stalking count alleges Rozar followed, tracked, and surveilled a woman across multiple locations in Coffee County without her consent “for the purpose of harassing and intimidating” her.

Violation of Oath allegation

The indictment repeatedly references allegations that Rozar used official law enforcement systems in ways prosecutors say were personal, unlawful and outside the scope of his duties as a deputy.

According to the indictment, investigators believe those actions violated the oath Rozar took as a deputy sheriff, which included promises to faithfully perform his duties, uphold the constitutions of the United States and Georgia and properly serve the public.

Former Sheriff Doyle Wooten reportedly requested that the GBI investigate the public allegations independently in 2024.

According to the Coffee County Sheriff’s Office, Rozar was terminated from his position when the investigation began.

Rozar was taken into custody on Tuesday, May 5, by the Coffee County Sheriff’s Office on what court documents describe as special presentment bench warrants connected to the indictment.

Jail records show Rozar was released on bond on May 5. He is scheduled to appear for arraignment on May 27 in Coffee County Superior Court.
