ALBANY, Ga. (WALB) — Newly released police incident reports from the Albany Police Department (APD) have revealed new details surrounding the shooting death of 17-year-old Jamar Phillips, describing a scene involving a prolonged physical beating, an attempted carjacking, and a shootout at a local gas station.

The shooting happened in the early morning hours of Thursday, Aug. 27, at a gas station located at 261 E Oglethorpe Blvd. Police have already arrested 22-year-old Marquis De’Sean Green in connection with the deadly incident, charging him with felony murder, armed robbery, possession of a firearm during the commission of a crime, and two counts of kidnapping.

Prolonged struggle and attempted robbery

According to the APD incident report, police showed up to find an unresponsive male, later identified as Jamar Phillips, receiving CPR from an officer on scene. Witnesses initially knew the victim by the nickname “Ace” or “Willie Frank Lewis Jr.,” but emergency database checks later confirmed the victim was Phillips. He had been shot in the left side of his head.

Multiple witnesses described a violent, multi-step fight near Pump 1 that lasted between 10 to 30 minutes before police were called.

One witness reported seeing around three people beating Phillips. According to her statement, Phillips was trying to drive away when the robbers hit him with a stick and dragged him out of the car. APD said despite the assault, Phillips reportedly held onto the car as the suspect tried to steal it.

Late Friday update: Albany Police Chief Michael Persley told WALB police believe Phillips was the one attempting the armed robbery and ended up getting shot with his own gun during a struggle inside a car.

A second witness, who said she watched the incident unfold from her parked car directly across the scene, said she saw two Black males fighting with the victim. She said she remembered seeing someone grab Phillips by his hair and repeatedly punch him, later hitting him with a gun. She noted seeing blood running down the left side of the victim’s neck.

Shootout and suspect vehicles

As the fight continued, witnesses reported two more cars showed up at the gas station—described as a white Dodge Charger and a black Hyundai or Kia.

A shootout then happened between the people involved. A witness reported seeing a “long black gun” described as a “9” during the gun battle. According to statements, one of the suspects took Phillips’ own gun (referred to by a witness as a “stick”) during the fight.

Another witness saw a male associated with the white Dodge Charger rob the victim of an unknown item, put it into the front of his pants, and get back in the car.

Ongoing investigation

APD’s Investigations Division has taken over the active case.

Phillips’ death marks Albany’s 10th deadly shooting of 2026, prompting local coroner, Michael Fowler, and community members to voice deep concerns over youth gun violence and safety in the area.

A second male victim who was shot during the incident was treated at Phoebe Putney Memorial Hospital and was previously reported in stable condition.
