ENIGMA, Ga. (WALB) — New charges have been filed against one of three Enigma city officials accused of planting a tracker on the police chief’s vehicle, but despite the allegations, all three continue serving in their city roles.

Police Chief Tony Perkins confirmed that the city clerk now faces a charge for illegal eavesdropping, joining the acting mayor and a council member in the ongoing investigation. As the case unfolds, residents say they want answers and transparency from their leaders.
“We’re finally at the point where the citizens are starting to fight back and they’re getting a voice,” said Georgia Willis, a resident who served as the town’s clerk between May and July. “It was really, really disheartening and really painful to watch some of the things that were being done.”
Willis said she witnessed several compliance issues with government operations during her tenure as clerk.
“The amount of illegal activity was at a high,” Willis said. “They refused to want to change or go in a forward direction with what needed to be done.”
Earlier this year, 14 bins of mail containing unopened checks for business licenses, traffic citations, utilities and other expenses were discovered at city hall. One stack of paperwork dates back to 2016 and includes roughly $7,000 worth of uncashed checks, according to officials.
City leaders raised questions about the city’s finances and called for an audit, which Willis said remained incomplete during her time in office. The Georgia Department of Audits and Accounts confirmed the city’s audit has not been completed, which places a red flag on the municipality and prevents it from receiving much-needed grants.
Willis believes new leadership is necessary for the town to move forward.
“In order for things to change we’re definitely going to have new people in council,” Willis said. “People that have integrity and character and care about the citizens and not their own pockets.”
Acting Mayor Doug Webb said that the city’s leadership plans to meet with their attorney before making any comments about the ongoing investigation.
