AUSTIN, Texas (KEYE) — The Texas House voted Thursday to advance six bills to respond to the deadly July floods in the Texas Hill Country and Central Texas.

The bills were the first related to the floods to make it to the House floor for a vote, coming after a contentious vote to approve redistricting the state's Congressional district map on Wednesday.

Lawmakers nearly unanimously voted to pass all three bills, including House Bill 1, the "Youth CAMPER Act". The bill would require youth camps to develop an annual emergency action plan and share it with the state for approval.

The sponsor of HB 1, State Rep. Drew Darby, R-San Angelo, provided an emotional opening on the floor, surrounded by members as he spoke of the personal attachment he felt to the bill.

"I see my granddaughters every time I pick up this bill. By the grace of God, they were picked up from Camp Mystic the weekend before the floods hit," Darby said.

An amendment added on Thursday by State Rep. Donna Howard, D-Austin, would also prohibit camps from placing sleeping quarters within a 100-year floodplain.

"They were begging us to pass a bill that would prevent this type of tragedy from happening again," Howard said of those impacted by the July tragedy.

Darby recognized the parents of victims of the flood at Camp Mystic, who watched from the House gallery.

"We cannot call these once-in-a-thousand-year events, shrug our shoulders and say 'better luck next time,'" Darby said.

HB 1 passed with a final vote of 135-1. State Rep. Brian Harrison, R-Waxahachie, was the sole vote against the bill.

The following list of bills passed out of the House on Thursday:

  • HB 1("Youth CAMPER Act") - A bill to require youth camps to create emergency management plans and provide oversight for the safety of campers.
  • SB 2 - A bill that would allow justices of the peace to declare an autopsy unnecessary following a natural disaster, create mandatory training for justices of the peace, and improve a statewide volunteer management system.
  • HB 3 - A bill that would create a statewide interoperability council to improve communication during emergencies.
  • SB 5 - A bill to create funding for disaster grants and flood monitoring equipment.
  • HB 20 ("Disaster Scam Response Act") - A bill to reduce fraudulent charity and theft following a disaster and create a fraud hotline.
  • HB 22- A bill to provide funding for emergency communication equipment.

The Texas House Committee on Disaster Preparedness & Flooding is set to meet on Monday morning to hear public testimony on a host of additional bills related to the July 4 floods.
